The Oaks Community Association is a common interest development governed and regulated by the Davis-Stirling Act. Because the homes within the community are manufactured, the California Department of Housing and Community Development (HCD) also enforces applicable regulations.

“The mission of the Board of Directors is to provide a safe, secure environment for the community members and their guests, while maintaining a transparent, financially stable, and welcoming administration”.

Each homeowner in The Oaks owns the lot on which their home is situated and pays monthly homeowner association dues, which are currently $240.

Utilities, including sewer, gas, water, and electricity, are sub-metered and billed to residents monthly based on individual consumption. The community operates a solar farm, allowing electricity to be delivered through PG&E infrastructure at a significantly reduced rate. Additionally, The Oaks maintains its own wastewater treatment facility.
Natural gas service is provided through PG&E, and treated water is supplied by Jackson Valley Irrigation District.
